
Ukraine Health System Development Strategy 2030
On January 17, 2025, the Cabinet of Ministers of Ukraine approved the Healthcare System Development Strategy for the period up to 2030 and approved the operational plan for its implementation in 2025-2027.
The goal of the National Health Strategy 2030 is to create a healthcare system in Ukraine that will ensure that everyone has the opportunity to take care of their health, maintain it, preserve it and receive the necessary medical care.
And that all those involved in its provision have transparent and effective tools to realize their potential and influence the development of healthcare policies at all levels.
Strategic objectives
Implementation of the National Health Strategy 2030 is envisaged through achievement of strategic and operational objectives and comprehensive implementation of the tasks envisaged by it. The Implementational Action Plan for 2025-2027 defines clear indicators for achieving these strategic objectives, outlines specific steps and those responsible.

Strategy 2030 Priorities
Among the 2025 priorities, special attention will be paid to improving the quality of primary healthcare. Also, starting from 2025, all public and specialized healthcare institutions will become part of a single medical space by joining the Programme of Medical Guarantees (PMG) administered by National Health Service (NHSU), which will improve the availability and quality of services for the population.

An important area is the development of the Affordable Medicines program
It allows Ukrainian residents to receive the necessary medicines free of charge or with a partial co-payment. In 2025, UAH 6.6 billion has been allocated for the largest expansion of the program since its launch. This will allow an additional 500 thousand Ukrainians to significantly reduce their treatment costs.
The development of multi-level rehabilitation services, including at the community level
The President of Ukraine has identified the creation of more than 300 outpatient departments in communities with medical facilities as one of the key tasks for 2025.
The creation of mental health centers in cluster hospitals
Approaches to inpatient psychiatric care will be reviewed in accordance with modern practices.
Particular attention will be paid to the inclusiveness and barrier-free nature of medical services
This guarantees their accessibility to all, taking into account the needs of vulnerable population groups.
Implementational Action Plan for 2025
The Implementational Action Plan for 2025 also provides for a special focus on the needs of war veterans, internally displaced people and residents of the de-occupied territories, who will receive medical care tailored to their specific needs. To support healthcare professionals working in rural and hard-to-reach areas, new mechanisms are being introduced to provide additional incentives and support healthcare workers.

Ukraine continues to support the development of reproductive health programs
including in vitro fertilization and other assisted reproductive technologies.
Innovative solutions will cover many areas
including biosafety, electronic blood systems, improved quality management of medical care, and improvement of university hospitals.
The Action Plan also includes the development of international medical partnerships
that will facilitate the exchange of experience for the improvement of medical services internationally.
