Development History

The process of developing the National Health Strategy 2030 began in 2021 with the establishment of the Intersectoral Working Group on the Development of the Healthcare System Development Strategy until 2030 in accordance with the Decree of the President of Ukraine “On the State of the National Healthcare System and Urgent Measures to Provide Medical Care to the Citizens of Ukraine”.

The intersectoral working group formed 5 thematic subgroups, consisting of more than 80 healthcare experts, which met for several months to develop proposals on the main provisions of the Strategy 2030

In the process of preparing the Strategy, 4 public consultations were also organized, which received proposals from various stakeholders: healthcare providers, experts, scientists, government officials, business representatives, NGOs and civil society activists. In total, more than 300 participants from all over Ukraine joined the discussions

Establishment of the Intersectoral Working Group on the Development of the Healthcare System Development Strategy until 2030

The process of approving the finalized Strategy 2030 was interrupted in February 2022 with the beginning of the full-scale invasion of the Russian Federation.

During 2022, and in preparation for the first Ukraine Recovery Conference 2022, a draft recovery plan for Ukraine and its health sector in particular was developed.

Strategy 2030 was updated

In 2023, the Strategy 2030 was updated to include the key provisions of this draft, as well as to reflect the new needs of the population and healthcare providers due to the ongoing war, thus ensuring the availability of one consolidated document on the development of the sector until 2030.
